A manual permit is a permit application generated in PermitManager itself, rather than through the requester site. This could be used for customers who have visited the council physically, or who do not have internet access, or for internal council works.
The manual permit form is accessible by clicking on Lodge Job at the top of the table on the Dashboard screen:
Step 1
The manual form will need to be completed. Some sections are repeats of sections the contractor would normally fill in on PermitMonitor, e.g. Traffic Management and Contacts:
Why do I need to select beforeUdig or CorridorAccess when lodging a manual permit? (NZ only)
PermitManager in NZ receives permit applications generated in both beforeUdig's OneCall (excavation enquiries) and CorridorAccess' OneCall (non-excavation enquiries). So, these are the two options for the "From" field in the Job Details tab. The option "beforeUdig" should be selected where the permit is in relation to excavation works, and "CorridorAccess" should be selected for non-excavation events.
What does "Project Duration" mean?
"Project Duration" is the total amount of hours the work is expected to take. E.g. if a project is taking place over the course of five days, but the contractors will only be on-site two hours per day, the Project Duration will be "10".

You will need to complete the customer's contact details:
What is a Requestor ID?
PermitMonitor will remember details of a customer who has had a job lodged manually and endow them with a "Requestor ID". In the Customer tab, clicking the "Requestor ID" dropdown will bring up a list of previous names. Click on the relevant name to auto-fill the rest of the fields if they have not changed:
If a previous customer has changed some of their contact details, they will all need to be filled in manually again, as they cannot be edited if their Requestor ID has been selected.
Step 3
Add the location details and mark the area needed on the map (see further below for more details):
What is the difference between the two "Location in Road" options?
Currently two fields are named almost the same on the "Location of Work" screen:
- Location in Road - select whether Berm / Carriageway / Footpath (listed toward top of screen)
- Location in road - select whether Both / Private Property / Road Corridor (listed toward bottom of screen).
This permit is for private property but I cannot submit the permit?
Currently PermitManager's manual screen requires that you select a Location in Road (berm, carriageway, or footpath) even if the permit does not involve road reserve (cordoning off a park for an event, for example) and they have selected "Private Property" for the Location in road. You should select "berm" to complete the field, and then they should be able to complete the lodgement.
When marking out the map, there is no address-recognition or ability to search an address. You will need to use the zoom and pan functions on the map to locate the site manually, then use the polygon or line tools at the top of the screen to select the location:
Once you have filled in the form and drawn the area on the map, click Save New Job to complete the application.
Manual jobs appear on the Dashboard "All Jobs" list with an M at the beginning of the job number:
After this, the permit goes through the same processes as a regular application. Prerequisite documents, payments, conditions etc. will all still apply.
Why is there no utility list on this manual permit?
The manual lodgement option is only to create permit requests for the customers. Because the manual lodgement is not going through the requester site, no utilities are being sent notifications. The "Utility List" option on the job screen will be greyed-out.
